Mr. Starikov has extensive experience working with laws administered by the U.S. Customs and Border Protection, International Trade Administration, Census Department, Consumer Product Safety Commission, Food and Drug Administration, Federal Communications Commission, Environmental Protection Agency, State and Treasury Departments.

Mr. Starikov has advised importers and exporters regarding agency actions. He has substantial experience in regulatory compliance of consumer products, industrial goods, pharmaceutical products and chemicals. Yuri Starikov is a founder and the main editor of LawCustoms Project, where he shares his international trade perspectives and assists members of the international trade community.

Yuri Starikov received his law degree from New York Law School in 2011. While studying law, he completed an internship at the Court of International Trade. He also joined his law school’s Center for International Law, where Yuri Starikov completed a research paper on antidumping duties. Yuri Starikov is admitted to the Bars of the State of New Jersey and New York. In 2005, Mr. Starikov passed the U.S. customs broker examination and obtained his license to represent importers and exporters before Customs and Border Protection. In that capacity, he worked at logistics companies and trade compliance departments of major U.S. corporations. Yuri Starikov received his bachelor of arts degree from Seattle’s University of Washington in 2002 with a major in International Studies.

Yuri is a member of New York County Lawyers’ Association.

About Martin K. Behr

Martin Behr is a customs and international trade lawyer admitted to practice in New York, New Jersey and Pennsylvania, and before the U.S. District Court for the District of New Jersey and the U.S. Court of International Trade. Martin Behr received a Bachelor of Arts degree from Rutgers University – Newark, Phi Beta Kappa, with high honors; a Master of Public Administration degree from Fairleigh Dickinson University; and a Juris Doctor degree from Rutgers School of Law – Newark. Mr. Behr is a distinguished graduate of both the U.S. Law Enforcement Training Center and the U.S. Customs Service Academy. Mr. Behr is also a licensed U.S. Customs Broker, with extensive experience in the industry.

Mr. Behr is a former U.S. Customs (also known as U.S. Customs and Border Protection or CBP) officer (senior inspector and import specialist), who was stationed at land (Champlain-Rouses Point, NY), air (JFK International Airport, Newark Liberty International Airport) and sea (Newark) ports of entry. While with U.S. Customs at the Port of New York/Newark, Mr. Behr was also a member of the agency’s export control branch.

Mr. Behr is also a former special agent with the U.S. Department of Defense, assistant prosecutor with the Office of Hudson County (NJ) Prosecutor, and an executive with a global FMC-licensed Ocean Transportation Intermediary.

In addition to being Of Counsel for Law Office of Yuri Starikov, LLC, Mr. Behr currently serves as an instructor with City University of New York’s Baruch College Continuing and Professional Studies (CAPS), where Mr. Behr teaches import, export, and other international trade courses. In 2013, Martin Behr received the Outstanding Instructor of the Year Award from Baruch CAPS. Mr. Behr has also taught international trade courses at Fashion Institute of Technology and Pace University in New York City. Mr. Behr further serves as a principal of the Law Office of Martin K. Behr in North Bergen, NJ.
